Ice is less likely to stack up on the main roof of a house in winter, because the temperature in the roof space below is above freezing. However, the situation is different above the exposed eaves, because these are in contact with below-freezing temperature air. The melt over the eavestrough may ice up, and build to form a dam.
Unless we take proactive steps the melt higher up the roof can back up against the ice dam, leak through into the roof space, and from there to the living space below.
